As of Right Registration Pathway

The As of Right registration pathway allows audiologists and speech-language pathologists who are registered and in good standing in another regulated Canadian province to start practising in Ontario temporarily, for up to six months, while their CASLPO registration is being processed.  (O. Reg. 317/25: EXEMPTION - RESTRICTED TITLES under the Audiology & Speech-Language Pathology Act, 1991)

Eligibility Criteria 

To be eligible to practise under the As of Right legislation, an applicant must: 

  • hold an active certificate of registration in good standing, equivalent to CASLPO’s General certificate of registration, with a regulatory body in another Canadian province; 
  • not have been refused registration with another Canadian regulatory body within the past two years preceding your application;   
  • have no outstanding conduct, discipline, or registration issues; 
  • complete a CASLPO As of Right application and submit a signed Attestation Form before providing services in Ontario;   
  • hold professional liability insurance that provides coverage in Ontario; and 
  • intend to provide professional services to residents of Ontario only while you are physically present in Ontario. The As of Right registration pathway is not for cross-jurisdictional virtual practice.   

Duration and Conditions of Practice 

You may practise in Ontario for up to six months while completing your registration requirements with CASLPO. The six-month period starts on your first day of employment in Ontario.   

The following conditions apply:  

  • You must complete full General CASLPO registration within this 6-month timeframe to continue practising in Ontario. 
  • As of Right is a one-time application. You cannot re-apply for As of Right after the six months have passed.   
  • You must provide professional services to residents of Ontario while you are physically present in Ontario.  

You must stop practising under As of Right if: 

  • Your application to CASLPO is rejected 
  • You do not receive registration with CASLPO within six-months 
  • You do not continue to meet all the eligibility criteria 

How to Apply 

  • Review the eligibility criteria to confirm you meet all requirements. 
  • Request an As of Right Attestation Form and an As of Right application by emailing [email protected] with the subject line "As of Right Application." In your email, include a brief note stating your full name, the Canadian province where you currently hold a certificate of registration in audiology or speech-language pathology, and your anticipated employment start date in Ontario for the provision of in-person services.
  • Submit your completed Attestation Form and As of Right application to the same email address. 
  • Pay the $150 application fee, the $50 registration fee, and the applicable prorated annual fee. Further information about the prorated annual fee is available on CASLPO's Fee Chart
  • Wait for confirmation. CASLPO staff will contact you within approximately two to four business days.

Important Note: 

Applicants practising as audiologists (AUDs) or speech-language pathologists (SLPs) in Ontario under As of Right must comply with Ontario laws, regulations, and CASLPO practice standards. As of Right applicants are responsible for ensuring that their practice aligns with Ontario’s standards of care. The legislation and standards governing professional practice in Ontario may differ from those in an applicant’s home province. Applicants are responsible for reviewing the differences between scope of practice in their home jurisdiction vs. Ontario.

Inter-jurisdictional AUDs or SLPs practising in Ontario under As of Right are not registered with CASLPO, and as such, are not listed on CASLPO’s Public Register. If an employer needs to verify the individual’s registration, they will need to contact the Canadian regulatory body with which the inter-jurisdictional AUD or SLP is registered.   

Inter-jurisdictional AUDs or SLPs practising under As of Right must obtain registration with CASLPO within six months of practice in Ontario.   

Until the inter-jurisdictional AUD or SLP is registered with CASLPO, CASLPO cannot:

  • verify their eligibility to practice in Ontario.   
  • provide regulatory oversight (e.g., investigate a complaint).   

 

Frequently Asked Questions 

What is As of Right?

As of Right is an amendment in Ontario legislation that allows audiologists and speech-language pathologists who are registered and in good standing in another Canadian province, with the equivalent of a CASLPO General certificate, to begin working in Ontario while completing the process to be registered with CASLPO.  

As of Right legislation essentially allows an As of Right applicant to practice in Ontario under an exemption, whereby the applicant is temporarily practising without holding CASLPO registration and while their application is being processed. During that period, the applicant retains registration with their “home” regulatory body. The applicant must submit a As of Right application and attestation to CASLPO that enables them to practise temporarily in Ontario under the As of Right rules. This initiative aims to expedite the process for qualified regulated health professionals who are registered in other Canadian provinces to begin practice in Ontario. 

When should I consider the As of Right registration pathway?

You should consider the As of Right registration pathway in the following circumstances:

  • You are an audiologist or speech-language pathologist registered and in good standing with a regulatory body in another Canadian province and you have the equivalent of a CASLPO General certificate of registration.
  • You are physically re-locating to Ontario, and you intend to provide in-person professional services to patients who are physically in Ontario. 
  • You are in a circumstance where you need to start practising immediately and you cannot wait for CASLPO to review your application through the Labour Mobility Pathway.
How long can I practise under As of Right?

You can practise in Ontario under As of Right legislation for up to six months beginning on your first day of employment in Ontario. CASLPO must receive your completed attestation and application before you being practising under As of Right. Your attestation must indicate your first day of practice and your practice location in Ontario.   

What happens if my registration is delayed past six months?

If your registration with CASLPO is not finalized within the 6-month timeframe, your As of Right status will expire, and you must stop practising in Ontario.

If I am an As of Right applicant, can I see patients virtually while I’m outside of Ontario or while a patient is outside of Ontario?

No. You may only provide services to patients who are physically in Ontario while you are also physically located in Ontario. As of Right legislation is only intended for in-person professional practice with patients who are in Ontario.

Will I immediately become a registrant of CASLPO if I apply through the As of Right registration pathway?

You will not be a CASLPO registrant right away. As of Right creates a time-limited exemption where you can legally practise in Ontario based on your existing license in another Canadian jurisdiction, without being licensed by CASLPO, while your application is being processed. CASLPO must review your application and your attestation form and decide whether to grant you registration to practice in Ontario past the 6-month limit of As of Right. During this period, you will continue to be registered in the other Canadian jurisdiction that makes you eligible for the As of Right registration pathway in Ontario. If you cease to be registered in the other (i.e., your home) Canadian jurisdiction, you are no longer eligible for As of Right.

Will an audiologist or speech-language pathologist practising under As of Right have a profile on CASLPO’s Find a Registered Professional (Public Register) tool?

No. Until the audiologist or speech-language pathologist is registered with CASLPO; they will not have a public profile on the CASLPO Find a Registered Professional tool. A list of those practising under As of Right legislation will be made available on a separate page of the CASLPO website. This list is intended to provide public transparency, so that members of the public and employers can confirm those applicants who are practising under As of Right legislation in Ontario.

Are there restrictions on where individuals working under As of Right legislation can practise? 

No. There are no practice setting restrictions for eligible applicants under the As of Right rules.
