Update: Changes to ADP Hearing Aid Funding Application Process (Effective March 2, 2026)
On January 8, 2026, the ADP sent information to ADP-registered hearing device authorizers and vendors about changes that take effect on March 2, 2026. These changes affect audiologists who act as hearing aid authorizers or vendors.
What is changing as of March 2, 2026
Audiologists who authorize hearing aids through the ADP will be required to:
- Complete a new version of the Application for Funding Hearing Devices; and
- Review and complete a new Attestation Sheet with patients who are applying for ADP hearing aid funding (i.e., ADP applicants)
The Attestation Sheet is titled “Your Rights and Important Information About Getting a Hearing Aid in Ontario.” It requires audiologists to review certain important information with their patients.
Key information - ADP Attestation Sheet & CASLPO Standards
1. Hearing aid prescriptions
- Patients must have a prescription for their hearing aids.
- Only audiologists and physicians can provide this prescription because they are regulated health professionals permitted by law to perform the controlled act of prescribing hearing aids (RHPA, 1991, section 27 and section 31). Performing this controlled act means that a regulated health professional has confirmed an individual’s need for hearing aids.
- The updated version of the Application for Funding Hearing devices removes the “prescriber” section.
- Hearing aid prescriptions must be documented separately from the ADP form and in accordance with CASLPO standards (see Practice Standards for the Provision of Hearing Aid Services by Audiologists, Standards H5 and H6).
2. Meeting CASLPO Standards
- Audiologists who prescribe hearing aids must meet CASLPO standards for the controlled act of prescribing hearing aids (see Practice Standards for the Provision of Hearing Aid Services by Audiologists, Standards H1-H6).
- CASLPO has provided guidance for situations where an audiologist prescribes a hearing aid based on a hearing instrument practitioner’s assessment. This guidance appears in the FAQ on Assistive Devices Program changes (April 17, 2024), questions 8 to 11.
- If a patient has concerns about the services they received as part of their hearing aid prescription, the ADP directs them to contact the regulator (CASLPO or the College of Physicians and Surgeons of Ontario (CPSO)).
3. Assessments for ADP funding
- ADP applicants must receive an assessment to access hearing aid funding.
- The ADP states that assessments, “to determine what kind of hearing aid a person needs,” can be completed by an ADP registered “authorizer.”
- Audiologists and hearing instrument specialists, a specific AHIP membership category of hearing aid practitioner, may act as ADP hearing aid authorizers.
- For audiologists, determining “what kind of hearing aid a person needs” is already a part of the process for prescribing hearing aids under CASLPO Standards.
4. ADP vendor responsibilities
- Vendors must review the Attestation Sheet with each applicant.
- Both vendors and applicants must sign the Attestation Sheet.
- Vendors must confirm on the ADP Hearing Devices Application that the applicant has reviewed the Attestation Sheet.
- Vendors must provide patients with copies of their hearing aid prescription and the Attestation Sheet. Vendors must also keep a copy of the hearing aid prescription on file.
Patients who need help understanding these requirements should be given the opportunity to discuss them with their hearing aid vendor. They can also contact the ADP directly at [email protected] or 1-800-268-6021/416 327-8804.
Forms and timing
Audiologists who are ADP-registered authorizers or vendors of hearing aids should have the ADP’s January 8, 2026 email, which included copies of the new Attestation Sheet and revised ADP Hearing Devices Application forms in English and French.
The ADP has stated that audiologists should continue to use the current version of the form available on the Central Forms Repository until March 2, 2026.
